State Transport Controller

The State Transport Controller is the over all administrative head and also the controlling and sanctioning authority of the HQ and other offices in the State under the department.

2.

Additional/Joint State Transport Controller

The Additional/Joint State Transport Controllers are the next higher authorities after the State Transport Controller and supervises the over all functions at the HQ and field offices.

3.

Sub Divisional Officers (C) -cum- Secretary, Regional Transport Authority

The Sub Divisional Officers (C) cum Secretary, Regional Transport Authority are primarily responsible for the enforcement of provisions of the Central Motor Vehicle Act, 1988, Central Motor Vehicles Rules, 1989 and Haryana Motor Vehicle Rules, 1993.

4.

Senior Accounts Officer (Accounts)

The Senior Accounts Officer (Accounts) at the HQ deals with all financial matters relating to the Head Quarter and the field offices.

5.

Senior Accounts Officer (Audit)

The Senior Accounts Officer (Audit) deals with all matters relating to audit.

6.

Deputy District Attorney

The Deputy District Attorney at the HQ deals with all litigation matters relating to lower posts, Hon’ble High Court and Hon’ble Apex Court.

7.

Office Superintendent

The office Superintendent at the HQ is the supervisory authority of the ministerial staff of the office to his under the direct control of the State Transport Controller.  

8.

Section Officer

The Section Officers are primarily responsible for the audit of all transactions relating to accounts matter.

9.

Motor Vehicle Inspector

The Motor Vehicle Inspectors are under the direct control and supervision of the Sub Divisional Officers (C) cum Secretary, Regional Transport Authority to carry out their duties as per their directions.

10.

Office Assistants

The primary duty of the office assistants is to process the correspondence(s) received in the office through the respective supervisory officers for disposal.   

 

2. The duties being performed by various branches at the HQ are discussed  hereunder:-

    1.  Establishment Branch

      1. Transfer, posting, appointment and all type of establishment work such as grant of increments, fixation of pay, medical reimbursement, pension/ gratuity and all other allied work of the staff posted in STC office and DTO offices in respect of class III category.
      2. Transfer, posting, appointment and all type of establishment work such as grant of increments, fixation of pay, medical reimbursement, pension/ gratuity and all other allied work of the staff posted in STC office and DTO offices in respect of class I, II and IV category.
      3. Maintenance of ACR record of all the above officials.

       

    2.  Store  Branch

      1. Purchase of stationery, furniture, typewriters, installation of telephones, hiring/construction/maintenance of buildings for headquarters as well as for field offices.
      2. Printing work of STC/DTO offices.
      3. Maintenance/cleanliness of STC office and supervision over sweepers/ chowkidars.

       

    3.  Registration Branch

      1. Maintenance of record and issue of RCs in respect of non-transport motor vehicles from serial No.1 to 100 of all series.
      2. Maintenance of record of HR-70 series.
      3. All type of registration/litigation work pertaining to aforesaid motor vehicles.
      4. Maintenance of state register record in respect of all type of motor vehicles.
      5. Receipt of RC fees and deposit of cash with the cashier.
      6. Maintenance of daily cash collection register.

       

    4.  Transport Branch - I

      1. To implement the provisions of Motor Vehicles Act/Rules and Taxation Act/Rules.
      2. Amendments/Notifications under the Motor Vehicles Act/Haryana Motor Vehicles Rules.
      3. To issue guidelines for driving licenses/registration certificates etc.
      4. To fix road tax for all type of motor vehicles.
      5. To fix permit fee for all type permits.
      6. To provide information pertaining to fee for the issue of driving licenses and registration certificates.
      7. To setup inspection centers for issue of fitness certificates.
      8. To implement High Security Registration Plates Project.
      9. To control/regulate driver training schools.
      10. Computerisation work.
      11. Arrangement of watermark stationery.

       

    5.  Transport Branch - II

      1. To frame privatization policy for all type of passenger motor vehicles such as stage carriage permits, contract carriage permits, maxi cabs and taxis etc. etc.
      2. To grant/frame Red-Light Stickers scheme.
      3. To grant licenses for pollution centers and to frame their policy.
      4. Reciprocal transport agreements with the neighbouring States.
      5. To grant countersignatures to stage carriage permits under the reciprocal transport agreements.
      6. To grant proto-type approval for registration in the State to the newly manufactured motor vehicles.

       

    6.  Computer Branch

      1. To study, develop software and implement all type of computerization programme of DTO offices such as Licensing, Registration Certificates, Permits and Challans etc.
      2. To provide all type of assistance to the STC office/DTO offices.
      3. To keep/maintain all type of data/information of enforcement, statistical, legal branches etc.etc.

       

    7.  Statistical Branch

      1. To compile/collect all type of data such as registration of motor vehicles, driving licenses, challans etc. from DTO offices/SSP(HHP&RS), Karnal and to submit their information.
      2. To prepare and get published Annual Administration Report.
      3. Monthly performance report of DTOs.
      4. To deal with the road safety cases to comply the directions of Hon’ble High Court.
      5. To control and regular the all type of working of the office of SSP (Haryana Highway Patrol for Road Safety), Karnal such as to set up Traffic Aid Centres, to purchase/arrange all type of equipment for the above said offices and to provide accommodation etc. etc.

       

    8.  Issue (Record) Branch

      1. To receive all the fresh Dak other than by name dak.
      2. To mark all the fresh Dak, get it diaries and receiving thereon from the concerned branches.

       

    9.  Legal Branch

      1. To deal with all type of legal cases/notices such as writ petitions, contempt petitions, State Transport Appellate Tribunal cases etc. etc.
      2. To attend courts on due dates.
      3. Preparation of written statements to be filed in various courts.
      4. To vet chargesheets, speaking orders and reply of notices.
      5. To get notifications/written statements vetted from LR/AG office/from the Govt. appointed Supreme Court Counsel.
      6. To deal with all types of sanctions of court cases.

       

    10. Accounts Branch

      1. Drawl/disbursement of cash.
      2. Preparation of all types of bills.
      3. Preparation of budget etc.
      4. Tour diaries in respect of officers of DTOs, headquarters and the SSP(T).
      5. Maintenance of records/deposit of bank drafts received from   other states regarding national permit composite fee and other type of fees.

       

    11. Audit Branch

      1. To submit audit/inspection report of the STC/DTO offices.
      2. To deal with all type of audit paras and send their comments.
      3. To deal with all type of PAC/CAG matters.
      4. To prepare/keep up-to-date information regarding recovery of audit paras.
