(ii)  Powers & duties of officers and employees.:

Operational Wing (Haryana Roadways

This wing is headed by a Transport Commissioner, Haryana with Head Office at Chandigarh. The Haryana Roadways has 20 depots. Many depots have sub-depots also. There are a total of 17 sub-depots. Each depot has a full-fledged workshop and is headed by a General Manager. Each sub-depot has small workshop to cater to the day-to-day repairs. There are two Central Workshops each headed by a  Deputy Transport Controller (Techanical).  Six departmental Drivers Training Schools are functioning. The Driver Training Institute, Murthal is headed by a GM. The other five Drivers Training Schools are functioning in the Central Workshops, Karnal, Hisar and in the depots of Rohtak, Gurgaon and Mohindgargarh. An office of the Flying Squad Officer has been set up at ISBT, Delhi to look after the advance booking arrangements at the ISBT, Delhi and nearby areas. A Govt. Central Workshop cum Minister’s Car Section headed by  a Senior Mechanical Engineer  has been set up at Chandigarh  to look after the maintenance of Ministers’ cars and other staff cars/jeeps.

At the depot level , the General Manager is assisted by Works Manager (to look after Technical affairs), Traffic Manager (to look after operations), Store Purchase Officer (to look after procurement of materials) and other line officers like Accounts Officer, Assistant District Attorney, Superintendent etc.

In the Head Office the Transport Commissioner is assisted by two Addtional Transport Commissioners, one Senior Mechanical Engineer, one Joint State Transport Controller (Technical), six Deputy Transport Controllers, four Flying Squad Officers, one Enquiry Officer, One District Attorney, one Deputy District Attorney, one Chief Accounts Officer, one Senior Accounts Officer and certain other officers. Brief description of duties of the officers is given below.

Disposal of representations made against the adverse remarks  in ACRs of the employees of  Gurgaon, Panipat, Rewari, Narnaul, Delhi, Chandigarh and ISBT –Delhi depots (whose appointing authority is the GM).

Additional Transport Commissioner (Commercial)

Looking after the establishment of conductors, drivers;  Officer Incharge of Legal Cell and Traffic Branch (HQ); some matters of the Technical  Branch;  appeal cases of conductors, drivers and workshop staff (whose appointing authority is the GM) of Chandigarh, Ambala, Kaithal, Y.Nagar, Hisar, Bhiwani, Sirsa, Rohtak, Jind, Fatehabad depots.  Disposal of representations made against the adverse remarks  in ACRs of the employees of  Ambala, Kaithal, Hisar, Bhiwani, Karnal and Fatehabad depots (whose appointing authority is the GM).   First appellate authority in respect of RTI cases pertaining to the department (Haryana Roadways and Head Office).

Joint State Transport Controller (Technical)

All  matters regarding  purchase of buses, other components and all types of  technical issues of the department, ensuring proper maintenance of fleet and workshops. Some other misc. work regarding monitoring performance of workshops, major assemblies like engine assembly, FIP, tyre-tubes and other components, monitoring KMPL of buses and consumption of diesel, M.Oil and other oils  etc, Road Safety issues – monitoring job cards, out-shedding of buses, medical/eye check up of drivers, Drivers testing, Drivers Training Schools   and inspection of workshops etc.

Deputy Transport Controller (Planning & Development)

All work pertaining to collection and compilation of performance data of Haryana Roadways, Five Years Plans; Annual Plans; Coordination with Planning Department (Haryana Govt.) & Planning Commission, Govt. of India; Activities/Achievements of the department;  Computerisation matters; Advertising contract for bus stands and buses; in service training of  all the officers/officials; Annual Administration Reports; Auction of shops/booths at the bus stands; monitoring  accidents/Road Safety; issues pertaining to ASRTU general body/Standing Committee (Computerisation & MIS); matters regarding  O&M officer; monitoring of  CM’s Announcements,  etc. State Public Information Officer of the office of the Transport Commissioner, Haryana.

Deputy Transport Controller (Technical)

All  matters regarding  purchase of buses and other technical issues of the department. Ensuring proper maintenance of fleet and workshops. Loans and advances work pertaining to skilled, semi-skilled/un-skilled and Class-IV employees of Haryana Roadways and some other misc. work regarding monitoring performance of workshops, major assemblies like engine assembly, FIP, tyre-tubes and other components, monitoring KMPL of buses and consumption of diesel, M.Oil and other oils  etc, Road Safety issues – monitoring job cards, out-shedding of buses, medical/eye check up of drivers, Drivers testing, Drivers Training Schools   and inspection of workshops etc.

Deputy Transport Controller (Store)

Timely procurement of various materials including tyres-tubes for the Haryana Roadways, coordination with Supplies & Disposal Department and Standing Committee (supplies and contracts) of the ASRTUs and payments to ASRTU; procurement of uniforms for the workers of Haryana Roadways; monitoring performance of various materials, inventory/quality control, monitoring consumption of various items, VED analysis, inspection of stores;  etc.

Inquiry Officer

All work pertaining to regular departmental enquiries of Class-III & IV employees of the Headquarters and Haryana Roadways; Establishment work pertaining to skilled, semi-skilled/un-skilled and Class-IV employees of Haryana Roadways and some other misc. work; Establishment matters of Assistant Store Keepers, Store Keepers, Chief Store Keepers, Heads of all Trades of Workshop Staff, Store Purchase Assistants, Stock Verifiers, Yard Masters, Cashiers, Asstt. Cashiers, Diesel Pump Clerks and Ticket Verifiers etc. Disposal of representations made against the adverse remarks  in ACRs of the employees of   Yamuna.Nagar, Rohtak, Jind, Faridabad, Sonepat,  Jhajjar, Sirsa and Kurukshetra depots (whose appointing authority is the GM). Misc. work pertaining to Vidhan Sabha Sessions, Vidhan Sabha Committee on public assurances etc.

District Attorney/ Deputy District Attorney

Looking after all legal matters of the department.

Chief Accounts Officers/ Senior Accounts Officer

Looking after all matters of accounts, audit, pay bills and other bills of the department, insurance of buses, over time matters, matters pertaining to sales tax, P.Tax, VAT, Service Tax etc.;  matters pertaining to factory act, bonus act, Coordination with Finance Department; issues pertaining to the Finance Commission etc.; reconciliation of accounts/proforma accounts; audit paras/PACs paras; coordiantion with A.G. & various Vidhan Sabhas committees in this regard; matters regarding free/concessional travel facilities to various categories in Haryana Roadways buses, special booking of buses etc.

10.

Senior Mechanical Engineer

Looking after Ministers Car Section and  Govt. Central workshop; Land & Building cases of the department; construction and repair/maintenance of bus stands, bus queue shelters and workshops/depots of the Haryana Roadways.  Cases pertaining to State Transport Board.

11.

Flying Squad Officers (Technical)

Inspection of workshops/buses and monitoring performance of various depots with regard to various technical issues.

12.

Deputy Transport Controller (Traffic) & Flying Squad Officer (Traffic)

To look after the traffic issues like plying of various bus services, route planning, route rationalization, inter-state agreements, time tables, allotment of routes to various depots, fixing fare stages on various routes, monitoring route wise receipt, ABC analysis of routes, tour diaries of various field officers, deputing Flying Squads and monitoring their performance, coordination with NCR Planning Board regarding provision of services in the NCR; checking of buses/depots etc.
